Northern Shan State, Myanmar — The Kokang Army (MNDAA), which controls most of northern Shan State, has announced its stance against nationalism and tribalism while advocating for a federal democratic system of self-governance. The MNDAA does not aim to establish a new country but instead seeks to participate in the creation of a democratic federal union that respects the self-governance of all ethnic groups.
According to reports, MNDAA officials have informed prisoners of war that the organization is dedicated to preventing the disintegration of the union. The MNDAA is committed to ensuring that all ethnic groups can govern themselves under a unified federal system rather than pursuing separatism. The MNDAA has emphasized its opposition to Burman bigotry and has pledged that, following a successful revolution, it will not practice Han bigotry or any form of ethnic discrimination. The organization advocates for equality among all ethnic groups, respects their right to self-determination, and opposes racism. It supports the establishment of a federal state where all ethnic groups are treated as equals and can live in a democratic, free, and prosperous society.
In terms of governance, the MNDAA advocates for military control to be under a national government, with provinces or special administrative regions maintaining independent administrative, judicial, and financial systems. The organization supports the free exercise of legislative power within this framework.
