The Karenni Interim Executive Council (IEC) has announced decisive action against revolutionary activity and serious crimes that undermine the Karenni people. On September 4, the IEC declared its intention to take stringent criminal action against those involved in activities that weaken the community in Karenni (Kayah) State.

In its statement, the IEC emphasized that all forms of gambling, both in physical locations and online, are strictly prohibited. This includes the operation of gambling houses, slot games, fish shooting games, Shan Koe Mee, card games, buffalo fights, and cockfighting.

The Council expressed concern over the growing number of serious crimes and human rights violations in the region, stating that a robust law enforcement plan is essential. They highlighted that the breakdown of law and order directly and indirectly affects the people, making it crucial to restore stability.


The IEC also addressed specific offenses, including sexual violence against women, extreme acts of violence, espionage for the military council, and arms trafficking. Additionally, the Council has banned the use and trade of illicit drugs, arms, and ammunition without proper authorization, as well as any form of entertainment deemed inappropriate by local standards of human decency.


The IEC warned that individuals, businesses, and organizations failing to comply with these restrictions will face strict consequences, including potential criminal charges. Special operations are expected to be carried out to ensure adherence.


The Council has set a grace period for public awareness of the new regulations from September 4 to September 24, with full enforcement to begin on September 25.
